MEMORANDUM FOR THE PRESIDENT

SUBJECT:
Water & Sewer Veto
Tomorrow the House will attempt to override your veto of the Water
and Sewer bill. If all were present and voting 145 Members would
be required to sustain.
We are currently counting 149 Republicans and 11 Democrats for a
total of 160. There are, however, nine Superscript(1) votes in this count
who will be with us "only if absolutely needed. 11 There are another
eleven Members we are continuing to work and, hopefully, several
will come along.
A schedule proposal has been submitted requesting a brief White
House reception Wednesday evening for Senators who supported
the Vocational Rehabilitation veto and Representatives who support
the Water & Sewer veto. The purpose is to thank those who stood
with you and to cultivate support for further Budget battles.
After the vote, I will recommend several telephone calls you may
want to consider making.
Attached in Tab A is a draft Presidential letter which we can
reproduce before the vote and deliver immediately after to Members
who sustain your veto.
RECOMMENDATION:
That you approve the text of the attached letter and authorize its
distribution, assuming the veto is sustained. (The Domestic Council
and Dave Gergen have approved the content of the letter).
