MR. PRESIDENT Henry has made a few changes -- the largest one is removing the paragraph as marked in the attached page 20. The page has been re-done without that paragraph. The other one is on page 19 -- Point 2. -- you had it: But there is one course of action we do not understand and will not accept -- talking peace and stepping up the war. He has changed it: But there is one course of action we will not accept -- an indefinite continuation of Communist fight-talk strategy. rmw (Because of last minute changes, etc. this has not all been proofread -- but will be done and we will make up new pages if necessary).
