(Huebner) JK March 18, 1970 SUGGESTED REMARKS AT SIGNING OF EXECUTIVE PROTECTIVE SERVICE BILL Background: A. His Excellency Dr. Guillermo Sevilla-Secasa of Nicaragua, Dean of the Diplomatic Corps B. His Excellency Egidio Ortona, Ambassador from Italy to the United States will be present at the ceremony. The Federal Government has a clear duty, under international law and practice, to protect the representatives of foreign govern- ments as adequately as possible. We expect other governments to do this for our representatives abroad; we must do the same thing for them. More than 125 nations send Ambassadors to the United States. As gracious hosts and as conscientious international citizens we must do all we can to protect the person, the dignity and the property of these distinguished national guests. The Metropolitan Police are the only force which now has respon- sibility for protecting foreign embassies. Under this new law, that force will continue to play an important role in investigation and crowd control.
