(Huebner) JK May 28, 1970 Suggested Welcoming Remarks - - President Caldera I am pleased and honored, Mr. President, to welcome you and your party to Washington, Pleased because this gives me the oppor- tunity to renew our personal ties which date back more than a decade. Honored because you come as a representative of Venezuela, a country with which the United States has enjoyed a close and friendly relationship since the formation of the Republic of Gran Colombia under the leadership of Simon Bolivar. Just two days ago, in fact - - on May 31 - we marked the 134th anniversary of the coming into force of the Treaty of Peace, Friendship, Navigation and Commerce between our two nations. In my speech last October on relations in the Hemisphere, I said that the partnership among the countries of the Inter-American system "should be one in which the United States lectures less and listens more. 11 I intend to follow my own prescription in our conversations, and I hope to have ample opportunity to hear your views on hemispheric matters. I attach special importance to your counsel because you speak for a proud, progressive and democratic nation. Venezuela's record of social and economic progress during the past decade, achieved through representative institutions, is an admirable model
