COUNCIL ON ENVIRONMENTAL QUALITY

THE PRESIDENT:
BACKGROUND
On Monday the First Annual Report of the Council on Environmental Quality
will be submitted to Congress. During the first week in August you signed a
letter of transmittal that was reproduced as the first page of the Report
which will be submitted in booklet form. Therefore, the purpose of this
event is not to sign a message or a letter of transmittal; rather, it is twofold:
1. Focus attention upon this Report.
2. Provide an opportunity for those staff members on the
Council to receive Presidential recognition.
SEQUENCE OF EVENTS
12:00 p.m.
Approximately 40 people, including Council clerical
personnel, will be gathered behind your chair in the
Cabinet Room (see attached list).
Of particular significance is the presence of the following:
Russell Train, Council Chairman
Robert Cahn, Council Member
Gordon MacDonald, Council Member
Boyd Gibbons, Secretary to the Council and
former Advanceman
You enter and proceed to your seat at the Cabinet table
upon which will be a copy of the Report that will be
submitted to Congress.
Since the letter of transmittal has already been signed,
you may wish to inscribe this book to Mr. Russell Train,
the Council Chairman.
