(Huebner) JK August 11, 1970 What the Postal Reorganization Act of 1970 (H. R. 17070) Will Do I. U. S. Postal Service A. - - create the United States Postal Service as an independent establishment, very similar to that which was requested by the President in May of 1969. B. -- set up an ll-member Board of Governors, including nine public members appointed by the President who will, in turn, select the tenth and eleventh members, the Postmaster General and his Deputy. C. - - establish a thirteen-member Postal Advisory Council, consisting of the Postmaster General, the Deputy Postmaster General and eleven members appointed by the President. D. - - transfer all powers and duties presently exercised by the Post Office Department to the new Postal Service within one year. II. Postal Employees A. - - provide an eight percent pay increase for postal workers retroactive to mid-April (in addition to the six percent increase for most Federal employees which was granted last spring). B. -- create a new Postal Career Service as part of the Civil Service and provide that Postal employees will retain their existing Civil Service retirement and veterans preference benefits.
