MEMORANDUM FOR THE PRESIDENT
Subject: UN Draft 4
This draft has been reorganized along the lines of your
memoranda and notes. It's still rather rough, and I'm
continuing to work it over.
Among other things, I'm trying to work up better language
on the peaceful competition theme.
I haven't yet been able to track down a Wilson quote of the
type I think you had in mind that really works, but will
keep looking. Another possibility is Charles Malik; I've
found a few things in his book that aren't too far off the
mark, and of course, he was a General Assembly President.
There's considerable uneàse in Henry's shop, which I share,
about using a figure for the combined cost of arms. I've
done it here in a somewhat roundabout way that fuzzes it
slightly. I'll give you a memo on the reasons for the unease.
A copy of this draft is also going to Henry in California.
