Upcoming Speeches
Bob Haldeman suggested that if we had anything available for you to
start chewing on, you might like to have it this evening - - even in
very preliminary form.
Attached, therefore, are two drafts, which I emphasize are very
preliminary:
a) A Safire first-draft stab at the State of the Union, which
has a lot of good material in it. I haven't yet pulled together another
actual draft, but have been working around the edges of it and expect
to be pulling pieces together over the weekend.
b) A Nebraska first draft by my new writer, Noel Koch (pro-
nounced "Cook"). This just arrived by dex. I haven't done any editing
on it yet. As he is aware, it still needs a good deal of work, including
taking out some things and putting in some others -- and I'll also be
working with him in getting it more into the Nixon style. But it's a
pretty good beginning, and he's an immensely able and talented fellow.
He'd planned to work in the football references in the next draft. Inci-
dentally, and FYI, I'm also attaching a copy of his resume with items
marked that you might find of special interest. He's got a hell of an
incisive mind as well as exceptional writing skill, and I think he's
going to be a very strong addition to the staff.
In case you'd also like something else in the nature of raw input for the
State of the Union, I'm also attaching a memo I got today from Lee
Huebner which includes a very good conceptual discussion of precisely
some of the points we'll be addressing -- lifted out of his notes for a
talk he gave last Spring. On the basis of this, I'm also bringing him in
on the State of the Union work, and will probably bring him out to San
Clemente Sunday night. Coincidentally, I just discovered that he was
the author of the landmark paper on revenue sharing put out five years
ago jointly by the Ripon Society and the Republican Governors" Association.
None of this has to be read at this point. It's simply available in case you
want to.
