Police Officers

I.
PURPOSE
To publicize the dramatic drop in D. C. crime, and to personally
ask the men for continued efforts to reduce the crime rate.
II.
BACKGROUND, PARTICIPANTS, AND PRESS PLAN
A. Background: Crime rate in the District of Columbia doubled
during the decade of the 60's. It peaked in November, 1969,
when there were 202 major crimes each day. In each of the
first three months of this year there were less than 100 major
crimes per day -- the crime rate in the District of Columbia
has thus been cut in half during your Administration.
B. Participants: Chief Wilson, recent "patrolmen of the month",
and their superior officers.
C. Press Plan: Full press coverage. Chief Wilson will be
available to brief the White House press afterwards.
III.
ACTION SEQUENCE
Chief Wilson and his men will gather in the Rose Garden. You will
exit the Oval Office, pose with men, and you may wish to cover the
attached talking points (Tab A).
