SUPPLEMENTAL FACT SHEET: KELLEY SWEARING-IN
1. Location of the swearing-in ceremonies is symbolically appro-
priate for Mr. Kelley, since the speaker's podium in front of the
Federal Building looks directly across the street to the headquarters
building of the Kansas City Police Department, where Kelley has
worked as police chief for the past 12 years.
2. Federal-State-local cooperation in law enforcement - - which
Kelley has said will be a major theme of his efforts as FBI Director
-- is symbolized in the public officials who will be on the platform
for the ceremony today: At the Federal level, U.S. Attorney General
Richardson and Acting FBI Director Ruckelshaus. At the State level,
Missouri Governor Bond, Kansas Governor Docking, Missouri Lt. Gov.
Phelps, and Mo. AG Danforth. And at the local level, Kansas City
Mayor Charles Wheeler and former Mayor, now President of the
Board of Police Commissioners, Ilus Davis.
3. Governor Kit Bond of Missouri, who will introduce the President,
is the Nation's youngest Governor at present -- he is 34. His election
last fall gave Missouri its first GOP Governor since 1945.
4. Special guests attending the ceremony include some 14 members
of Mr. and Mrs. Kelley's families and -- at Kelley's invitation --
Pearl Bailey.
