The end of the rail strike is the major story - - 13 1/2% retroactive
wage hike and another strike barred until Oct. 1. Editorial and analysis
mention often of failure of Congress to act on RN's proposal of a year
ago. Growing pressure for action is seen -- even on Hill. WS Journal
ironically wishes everybody "Happy Transportation Week. "
SST and NATO votes make it a big day in Senate. SST apparently
going down again -- no reported gain in votes and Boeing's estimate
of start-up costs said to doom supporters. Mansfield proposal seen with
30-40 votes with Admin coming out on top but Nelson compromise said
to have good chance -- give Admin til Sept. 30 to get talks underway
or the troop pullback begins. Kosygin's continued conciliatory
attitude on the issue is well played today. Smith Hempstone calls
Mansfield proposal "dangerous and mischievious" and lead Times edit
reasserts that paper's position that the proposal is reckless. Meanwhile
Sr.
the Post's Von Hoffman quotes extensively from a Bob Taft ^ speech to
support Mansfield's contentions. Post looks dimly on WH tactics -

resurrected everybody but Khrusheve- but still comes out against
Mansfield. Also in Post is George Ball's response to Mankiewicz-Braden
on the fading away of US imperialism. Coming on top of his Newsweek
column rapping Mansfield idea, it's been an active time for Ball helping
out Admin.
