THE PRESIDENT HAS SEEN
JANAURY 13 The last 48 hours, and this morning's papers
contain a number of stories which this Administration will have
to be focusing upon either now or in the near future.
Firstt of course, is the situation in Vietnam. If press and
tv are to be believed military situation is deteriorating rapidly;
enemy has whip hand in Cambodia and Laos; Bolovens Plateau and the
Plain of Jars are controlledx by NVN; and we may be seeing the be-
ginning ofa Tet offensive, as the attacks in the South are reaching
record levels for past months. Objective may be to embarrass RN on
China trip. One rebuttal has been Alsop's that this is in effect
a P.R. ploy by a weakened enemy to attack SVN in Central Highlands,
not to win enduring victory, but to win massive U.S. headlines by
capturing Kontum City.
Other Big Story to Watch. That Rhchmond decision has im-
plications enormously far-reaching. If it stands if metroplitan
areas are forced to bring about racial balance, mixing cities and
suburbs, therew is certain to be a national outcry that will make
the present anti-bussing sentiment mild. Clearly, the Court is fol-
lowing past decisions to logical conclusion and this de-
cision especially, if implemented and repeated, could create an
issue to rival all others in 1972.
We may have some difficulty in that that Russian Student,
who st shed his wrists en route to JFK Airport, was allowed to be
taken aboard Soviet plane and returned to Moscow
after an inter-
view in the airport lounge where he said he wanted to return. Not
certain
but this has some aspects of Simon Kurdita case.
Other minor stories, or local: A Court in New York has struck
down $33 million in State xa aid to Catholic Schools. This was
Number 1 Story in New York Yestesrday.
