The Chicago Daily News urges the critics to look at RN's
programs on their merits. The only deserved criticism of the
$2. 5 is that it's not enough. The busing proposal won't roll back
any orders but as for future massive busing, RN's decision reflects
overwhelming public opinion which was shown well before Florida.
After all, points out the Chic. Daily News, in a comment too rarely
heard, "it is a President's job to find reasonable middle ground if
he can, and to try to bridge over issues that tend to divide the public
into hostile camps. In this case we should not be surprised if good
politics also turned out to be good medicine for the US.
The St. Louis Globe-Dem is glad to see the issue right where it
belongs -- in the lap of Congress. RN's plan "seems the only rational
way to deal immediately with the chaos and confusion that have resulted
from overzealous forced busing. 11 Prompt action -- as urged by RN -
is certainly needed. And his plan to close the gap between rich and
poor schools is correct. Tho expensive, "the cost appears more than
reasonable compared to the price we're paying in the agonizing wear
and tear of our national fiber over forced busing. 11 The Globe-Dem
feels RN has acted in the interest of the great majority of all Americans.
The Detroit News calls RN's approach "the middle road" describing
the sentiment behind it: "Billions for quality education but not one
cent for long-distance busing of children away from their neighborhood
schools. 11 Tho money isn't the only answer to ghetto school problems,
it would be a godsend in many ways. And the Detroit backer of RN
says RN isn't retreating: he "remains committed to integration except
thru impractical and costly forced busing. 11 As far as the Columbus
Dispatch is concerned, "RN spoke with courage, candor and conviction. 11
He "told it like it is" by pointing out that black and white alike oppose
long-distance busing for racial balance. He made a sensible approach
and spoke for the concerns of parents -- "it's now the responsibility
of Congress to act on his plan."
