Smith said "complex peacekeeping machinery is gathering momentum' and making "impressive moves forward" w/ICCS moving to field, VC-GVN talks in Paris, US officers in NVN to set up mine removal. CBS/NBC w/film of ICCS into field w/supplies after week of delay. Chancellor also described Japanese film of NVN clearing debris around Bac Mai prior to rebuilding, noting HAK trip to NVN to discuss "what NVN calls reparations and what US calls reconstruc- tion funds. 11 From Paris Dobyns described VC-GVN talks which Chancellor noted "held some hope" for political settlement while CBS called it a fairly good start. Chancellor led w/"somewhat unclear" POW situation noting DOD said 1st release by midweek is "only a hope. 11 CBS/NBC noted UPI story that JMC sources said US refusal to give detailed w/drawal plans is cause for delay in release. (VN treaty required US to furnish approximate numbers to be withdrawn in each 15-day phase.)
