The major stories of the day:

Hill passage of 90-day back-to-work order for Pennsy strikes
led NBC/CBS. Chancellor said action came "w/blinding speed"
and both he and Cronkite attributed the "quick decisive" (NBC)
move to Hill desire to recess. Chancellor pointed out R.N left
WH in middle of the debate and went to Calif. and Cronkite
said there could be delay in signing as RN left for Calif. in
brand-new $10 M plane. But a courier will fly out the bill,
said Walter
CBS noted there've been similar bills in past
but there was a new thing this time as DOT was ordered to come
up w/a comprehensive plan for NE transportation plans in 45 days
NBC/CBS film of union and Pennsy officials agreeing that firm is
very bad off and needs gov't money
ABC/NBC also focused on
impact -- nothing serious for commuters despite fears but
industries, especially auto, would be seriously hurt if strike
lasted more than a few days.
ABC led w/film used in #2 NBC/CBS stories -- the crash by a
Navy Corsair on training mission into Alameda apt. w/lst
estimates of 100-200 dead now reduced to 10-30. But difficult
recovery goes on w/cause of crash still unknown.

VN continued to be a major story w/4-9 minutes on nets. ABC
said 150 POWs may be released Sunday
All w/film of Rogers
whom Kalb said was "unusually aggressive" defending RN against
'persistent WH critic" (ABC) Fraser. Secy's views called "generally
optimistic" and "upbeat" re: ceasefire so far and all noted his
contradiction of Thieu's feeling that there is no cease-fire and
that peace is a'mockery" due to Communist violations. Rogers
shown on all nets expressing hope that such as Palme and Fraser
would stop the grudging praise and/or continued criticism and
realize R.N has succeeded. ABC/CBS reports foresaw tough
times ahead for any aid to NVN in light of Hill attitude. Kalb
said Admin may thus have to rethink this policy line
ABC film
on encouraging dam project in Laos which could serve as example
for NVN developments.
