Dak. floods on all nets (NBC/CBS lead). NBC noted Fed. reps in town re: programs to help rebuild but no mention of Finch visit. Rapid City tried to return to as normal a life as possible. CBS reported deluge of phone calls is one of major problems and relayed authorities request to US public that only one member/family call about missing victims. -- RN on film on all nets expresses "great confidence" in Kleindienst's "intelligence, honesty, integrity and devotion to US) law¹¹ in triple swearing- in ceremonies for Shultz, Weinberger and the new AG. - - All nets noted an "optimistic" Porter returned to Paris and that NVN's Thuy reportedly will return with new instructions ABC's Koppel predicts NVN will use unauthorized Lavelle bombings as Note leverage at talks. AF -- Ret./Gen Lavelle admitted unauthorized bombings over NVN but said he authorized them only because pilots were endangered. R+A. - - All nets with lengthy reports on "controversial" Sup. Court ruling that private clubs may bar drinks to Black guests even tho they hold a State liquor license. -- Author and noted critic Edmund Wilson (NBS/CBS note) is dead at 77. INDOCHINA "Strong indications" the US is on verge of ending its boycott of the Paris talks said Cronkite. The WH is convinced bombing of NVN and military stability of SVN have forced NVN into reconsideration of its position. Amb. Porter on NBC (CBS/ABC note) said RN is "intensely" interested in a negotiated settlement ... that his return to Paris is an "indication" of RN's preference. "We're going to keep trying, " said Porter. NBC's Kaplan said Porter was "unusually conciliatory" in
