NEWS SUMMARY

The major stories of the day:

All nets led w/3-5 minutes on the New Orleans horror show. The
shooting continued thruout Monday; the motel roof was stormed in an
effort to get 2 more snipers assumed to be there -- nobody was
found except for the sniper slain Sunday. Police Chief remains
convinced there's at least 1 sniper unaccounted for
7 dead, 17
injured is toll. No proof to charges of militant conspiracy against
po lice, said Chancellor but there are renewed calls from Hill for
making murder of cops a federal crime. (Schweiker, Eastland and
Ichord have spoken out; Kleindienst reportedly promised La AG
that Justice would fully back an inquiry into possible national con-
spiracy).
No. 2 story on all nets was the "icy, 11 "unpleasant, 11 "chilly" meeting
between HAK and Tho. Contrast w/Oct-Nov. cordiality emphasized.
ABC/NBC stressed that given the failure of that optimism to pan out,
the current grimness might not be such bad news after all. Kalb,
however, said the pessimism at State is "thick enough to cut" and
nobody there believes that peace is at hand. And Rather said HAK
couldn't even find a NVN hand to shake as all nets showed the US
group waiting to no avail for N. Viets to open door at meeting place.
Finally US went inside on own.
Another meeting Tuesday.

CBS w/negative film on refugees from Quang Tri living near Danang
and ABC w/report on ecological harm done to SVN by US
HK Smith
raised his voice against the widely-heard charge -- particularly as
it comes from Times that R.N is the top bomber of all time. HKS
noted the actions of FDR, HST and Ike all of which caused far more
civilian loss than anything R.N has done
Sydney seamen voted
unanimously to suspend their boycott of US ships.
Laird on NBC/ABC as he expressed confidence in success of
Vietnamization and emphasized need for POWs to be returned. ABC/
CBS briefly noted draft call of only 5500 this year.

Watergate film on all nets w/review of defendants and note that no
jurors were picked from 1st group of 150 in pool of 1000. All nets
took noted that no key GOP or WH officials are to be called as
witnesses.
