No casualties, but peace-keeping machinery has come to virtual "halt" (NBC) as ICCS suspended flights in area. All nets noted WH said RN views attacks as "extremely serious' NBC only net to note State called "a totally callous flaunting" of agreement, giving, UPI says, "a much harsher assessment" than WH. Nets continued w/film reports as bodies of ICCS reps killed in chopper downing over weekend were returned to Saigon. A "sad cargo, 11 said Davis of CBS, who noted only Poles suffered no losses. Kalb reporting from State where officials say NVN is violating secret understanding made with HAK over Cambodia ceasefire. W/reports on 1st day meat price ceiling lists were to be displayed in stores, nets noted boycott cut sales but didn't seem to drive prices down. NBC report focused on "complicated" way of arriving at ceiling, while Schakne of CBS, who followed IRS agent around NYC as he checked on markets, noted there seemed to be more confusion, than compliance. NBC film of empty stockyards as farmers w/hold cattle. Reporter said farmers are unhappy because they fear prices will go lower, while consumers are unhappy because they fear they won't. Dow Jones closed up 16. 40 at 947. 47 w/13. 7M vol. AP says the jump was partly reaction to cut-rate prices and partly because investors looked at DuPont's smart 1st Q earnings as harbinger of things to come.
