The major stories:
-- Utley led Sun. calling it a "busy day for those trying to make
CF work" w/ RN-HAK conferring by phone and technical talks in
Paris. Apparent objections by Thieu to provisions delineating
zones of control halted HAK-Tho talks / HAK returning to
Wash but planning to fly back to Paris Tues.
Utley led Sat.
saying there was "disappointment" in Paris and set-back in
peace efforts as "something went wrong. 11 UPI reports Thieu
learned ARVN would have to maintain 30 men w/ in village to
claim GVN control, while VC would be required to keep on 6
men in similar village.
A major story in Sun. papers w/
heads ranging from negative "Truce talks fail" (#1, Sun) to
"HAK, Tho stir hopes of strengthening VN truce" (#2, Trib).
Story also #1 in Times, #2 in Post and #3 in Star and News,
w/p. 1 pics of HAK/Tho in Sun, News, Star.

"Surprise" meeting of economic advisers w/ recommendations
reportedly sent to RN reinforced speculation Admin was nearing
decision on curbing inflation.
Rather led Sun. CBS saying RN
had "apparently decided what to try next¹ and that sources indi-
cated it'd be "something more than Phase 3, something less than
Phase 4. 11
CBS/NBC Sat. said apparently tighter controls
aren't in offing, tho certain key areas might be tightened.

Major Watergate stories of weekend included following: Times
report Dean told Weicker HRH had ordered files destroyed showing
he knew of Watergate tap info.
Times report Colson says he
advised RN to force JNM to admit his Watergate role.

Times report Kalmbach to turn evidence against HRH/JDE in
any criminal trials.
Star report CREP is paying legal fees
for officials including Stans and Magruder in Ervin hearings, but
not criminal proceedings.
