The major stories of the day:
-- All nets led w/lst films of tanks, troops and fighting that brought
Allende's end. ABC/CBS cited reports of armed resistance has
ended in Santiago, tho not in surrounding factory areas, while
NBC noted new head Pinochet claims nation is calm, declaring
diplomatic relations would continue w/all except Cuba.
Reported by all nets was peace agreement signed by gov't and
pro-communist Pathet Lao, ending 10 years of war
CBS said
agreement heightened US hopes for fuller accounting of some 350
Americans believed held there
All nets reported mopping-up
action by Cambodian troops in Kompong Cham, but new action w/
artillery barrage from rebels at Kompong Speu; 6-boat convoy
made it into Phnom Penh.
-- Conclusion of public hearings (ABC/CBS w/film reports of critics)
on HAK's nomination noted by all nets, while CBS observed private
meeting set for Mon. between HAK and Comm. members and both
ABC/CBS noted "overwhelming" vote for approval expected Tues.
-- All nets noted (NBC w/film) Shultz told Laird to keep his "cotton
pickin' hands off economic policy. 11 ABC/NBC noted when "startling
statement" hit DC, Laird was sent a pair of white gloves, useful
when picking cotton. Chancellor said "trial balloon¹¹ on tax sur-
charge seemed "punctured" by Shultz. Levine noted situation began
when Burns approached RN to sell tax increase and misinterpreted
RN's "polite attention" as support. Thus, when Laird tried to get
things straight w/out offending Burns, Levine said WH aide explained
Laird "over explained, 11 leaving wrong impression. Levine said flury
shows "rifts" among RN's economic advisers which won't make it
any easier to deal w/inflation. CBS called Shultz reaction an effort
to shoot down trial balloon, but reported Warren/Laird insisted RN's
considering Burns' proposal which will be studied by Shultz, and that
Shultz perhaps did not know RN had ordered Treasury to make study.
-- CBS (#5 story) reported Richardson's actually made decision on legal
problem of impeachment-vs. -indictment concerning VP and that
Justice sources imply Baltimore grand jury is now acting as investi-
gatory body that may either present findings to House or could hand
down indictment. Brief clip of AG on CBS saying "nothing to be said
except a no comment, 11 w/reporter Graham saying Richardson's "go-
ahead order" to grand jury "stopped short" of permission to issue
