ENERGY
Of RN's proposals, Atl Constn. says "it was a responsible
thoughtful set. 11 Others may be needed later, "but these initial
moves seem appropriate. " Further, self-sufficiency is "essential
natl goal, 11 and it believes public will respond, using RN's words,
"w/spirit of discipline, self-restraint and unity which is cornerstone
of US"
Noting "RN promises if all sacrifice a little no one will
endure real hardship, 11 Chic. Sun-Times asserts "it doesn't work
like that in a natl emergency; inequities are inevitable" and RN
should "talk publicly about specific inequities. Soon. Acknowledging
many may be hurt badly
would be 1 way to get thru to people how
serious situation is. It's going to take more than appeals to patriotism
and self-restraint."
Atl Journal thinks "most impt message" in RN's speech was
that "it's imperative House move w/ dispatch" in giving him requested
authority. "What he's attempting to do
is to resolve crisis w/out
having to resort to nightmare of rationing. 11 Journal urges "everyone
to do his share toward compliance in hope more restrictive regs won't
be necessary.

Noting arguments pro and con re: rationing, Akerman
in Atl Journal says "since we're not presently united in face of a dangerous
foreign foe, solutions
will be even more difficult to find' than in WWII.
But it'll "be challenge to our ingenuity" and "spirit". Akerman also likes
Bill Buckley's idea of letting public have minimum amount of gas each
week, w/price on anything above that rising as it will. "If a practical
way to do this could be found, it might combine best of both rationing
and free mkt approaches, 11 Akerman says.
Reuss (D-Wisc) on CBS AM interview endorsed rationing as the only
fair way to take care of situation tho he did admit there'd be some inequities.
He doesn't believe there be much of a black market and sees situation
as very similar to WWII -- people have lack of confidence in gov't. He
also believes WWII programs such as OPA were well handled and this
could be done again. He disagreed rationing would give companies no
incentive to explore and said they've been pursuing a scarcity policy
already. Perhaps, he suggested, we need a TVA-type program to get
