Monitor's Oka says that given all the crises, it seems
doubtful the NATO meeting will be able to go far toward
redefining the Atlantic bond.
Under head "The Still Lurking
Peril, 11 NY News edit notes HAK was primary target of Lun's
"stern lecture" on the dangers of detente, but News notes not 1
of the big powers can point any accusing finger at US. Brandt's
Ostpolitik started long before detente. And France "started
making goo-goo eyes even earlier. 11 Edit says Luns' warning
must be heeded by all. What's needed for coping w/ mutual
problems like energy is unity of purpose. HAK "rubbed some

are miffed over US handling of M-E war, US had "even more

Re: Threat to HAK in London, the Tues. Summary said
it reportedly came from US. Wire said from "across the
Atlantic" and Tues. stories indicate it was possible Black
Sept plot which concerned officials.
Monitor's Schmidt says USSR is assuming holding position
on SALT II as they're waiting for HAK to take charge of
issue [when he's done w/M-E and NATO] and more importantly,
the final answer to question of whether RN'11 remain.
"Israel faces cruel prospect of going to Geneva more
diplomatically isolated than at any time" since its independence
in 148, Monitor's Godsell asserts. It has lost Europe, black
Africa, and has found USSR completely unresponsive to any
suggestion of resuming relations. Further, Israel has had to
watch Japan pull away due to Arab boycott and it hasn't had
indirect help of Arab feuding.
