The Major Stories of the Day:

"Besides higher cost there's another price to be abstracted from
e-crisis, 11 said Cronkite, "a little dirtier environment" as
CBS/NBC led (no ABC note) w/EPA's "long-awaited" (CBS)
proposed amendments to Clean Air Act. Both nets noted debate's
gone on outside Admin and w/init re: proposals, w/Train, in
announcing package also noting he couldn't support 2 "issues"!
that "dirty" fuels may be burned thru open stacks except when
there's no wind to blow pollutants away; and that some pollution
of "clean" areas in US will be permitted up to the level permissible
under Clean Air Act. CBS noted FEO supports these 2 ideas, EPA
doesn't and it'll be up to Hill to decide. On NBC "leading Hill
environmentalist" Muskie said there 11 be a serious struggle
over proposals. He fears that tho environmentalists have won
most of the battles til now, w/pressures of e-crisis it's
"beginning to run the other way.

As part of 8 1/2 minute
lead on environment CBS checked generally favorable environ-
mental effects of Clean Air Act on Chicago, LA and NY.
All nets w/silent film of RN-HAK as they met prior to HAK's
USSR departure. CBS noted HAK's hopeful for breakthru by end-
of-year on SALT which all nets noted would be 1 of topics
addressed. ABC/NBC noted trip occurs during what Valeriani called
"more difficult period" in US-USSR relations given USSR "frustration"
(NBC) at being upstaged in M-E. Koppel said USSR's seen
their M-E influence "seeping" toward US
Sevareid noted tho
HAK trip to USSR isn't big news it once was. Big news is RN-HAK
can't go to W. Europe and the fact that breach in US-European
relations means HAK will sit down w/Brezhnev "in a weakened
condition.

HKS commentary on Jobert's new found fame
in France for his defiance of US.
All nets noted Long said he's found nothing in tax report that'd
prompt RN to resign and he disagrees w/Mills that there's any
basis for such action. Chancellor noted Long didn't deny RN
might have to pay large additional tax.
NBC noted ABA prexy
and Brooks were "targets of WH wrath. 11 (CBS also noted
criticism of Smith.) NBC/ABC film of Brooks again being
