led ABC/NBC; CBS also noting later in report
Instant peace

film of chopper arrival, RN remarks and w/crowd. Tho aides
reluctantly say RN's constructively tired, Jarriel noted he looked
"surprisingly spry. 11

arduous" trip showed "profound and

calls Decl. of Relations a "watered down" version of charter
proposed by HAK.
- - Unanimous Senate vote gives VN vets an 18% increase in educational
benefits -- biggest boost since WW-II. Must be reconciled w/House
bill of 14%. ABC/NBC noted

Court upheld, 5 to 3, court-martial conviction of Army Dr. Levy
accused of telling blacks they should refuse to serve in VN. 11

problems of Marines attracting enough recruits. Rigid discipline
and training seen as deterrent to youth.
W/note of continuing WH attacks on Judiciary, all nets w/film as
PJB challenged media to find the leakers. On CBS PJB rapped
"selective leaks -- to publications decidedly unsympathetic to
Admin -- is taking on character of systematic campaign" against
RN, HAK, WH aides and some under indictment. VP also on
CBS saying leaks are coming from those unsympathetic to RN
and Admin and GOP
But, said ABC, JSC was less anxious
to antagonize Rodino. Clip on ABC/NBC w/CBS note that JSC
disagreed w/PJB and said Rodino might not be able to stop the
leaks no matter how hard he tries. He noted he's closer to
