Suggesting that Budget Director Mayo should "plug your ears here,"
the President said he wanted to make a key point about the crime program:
The Attorney General should find out what is needed "and we'll ask Congress
for it whether it is more narcotics agents or whatever it is. And Congress will
give us what we need. 11 In this area, he indicated, cost would not be a
controlling factor.
''My ear plug fell out at just the right moment, 11 said the Budget
Director. ''My plea to you is that when we are about to send a message
on a program, let's cost it out. I read about the District of Columbia
announcement in the newspaper. That was all right but we didn't cost it. 11
"We moved that one pretty fast, 11 said the President with a smile,
and then he added, speaking to Mayo: "From now on, we'll give you at
least 24 hours. 11
In the end, Secretary Rogers and Secretary Laird expressed
themselves as being for a single large message on crime, not a series of
messages. The President suggested to the Attorney General that a Dis-
trict of Columbia Message go up as soon as possible with the statement
being made at that time that a general message would be coming at a later
date.
