ADMINISTRATIVELY CONFIDENTIAL Meeting with Price Staff - 7/24/72 -10- The choice is between bigger Government, more spending, higher taxes, and the opposite. On the role of Government -- busing is an example. On forced integration of housing, or busing, I have very sharp differences with those who believe it's the role of Government to move in that direction. He has an opposite view. This goes beyond busing - - it gets to the role of Government in all areas. In terms of positive things - - we might emphasize in foreign affairs, our initiatives towards the Soviets and Chinese a revolu- tionary policy which, looking to future generations, will make the world safer and better. In the domestic area, we have also tried - - with some success - - but whether in welfare reform, revenue sharing, or whatever, we have been stymied by Congress. We can point out that our programs in the domestic area are not status quo programs. We don't want to be in a position of fighting for things as they are. But ours is a program of responsible change. Of course, that doesn't send anybody. ADMINISTRATIVELY CONFIDENTIAL
