There was some discussion of the possibility that the President
would issue a statement on the economics of the energy situation at the
time Congress adjourned. It was suggested that the contingency plan for
dealing with an energy slowdown might be unveiled at the time of the
Economic Report or the Budget, if it was thought desirable to go forward
with the plan. However, the President decided that if it became desirable
to go forward with the plan that should be announced immediately and not
held up for the schedule of reports.
