MEMORANDUM TO THE PRESIDENT
The major focus of concern of those looking over the briefing
material is the public schools question - - which ex-Governor
Wallace has already seized as his horse to ride in coming
months, if not years. After conferring with Dent and Garment,
the following is my recommended response, to the question:
Q.
Mr. President: In response to the Supreme Court's
desegregation orders, a mood of defiance appears to
be growing in the South, Governor Kirk says he will
go to jail rather than give way; Governor McKeithen
is encouraging resistance; Governor Maddox is march-
ing in the streets. What is your reaction?
A.
I am aware of these statements; it remains my
hope that the court orders can and will be carried out --
peaceably. The recent record of southern communities,
under similar court orders, such as Mississippi, is, I
think, grounds for hope.
We must remember that we are a nation of laws; and
a democratic people cannot choose which laws it will obey and
disobey if it is to remain a democratic people. For our part,
this Administration will carry out the law as laid down by
the court -- that is our constitutional obligation.
