BRIEFING MEMORANDUM MEMORANDUM TO THE PRESIDENT THE PRESIDENT HAS SEEN FROM: Patrick J. Buchanan August 10, 1971 If the Conference is spontaneous, as of now I would project the following questions -- relatively evenly balanced between domestic and foreign: FOREIGN: 1) RN view of Thieu shenanigans in the Vietnam elections 2) U.S. position if Taiwan stays and China refuses to enter the United Nations? Is that acceptable? 3) RN assessment of India-Soviet Pact and its meaning for peace? 4) Middle East assessment in light of Sisco visit? 5) Is U.S. negotiating secretly as RN hinted last week? 6) What is military situation in Vietnam today, in light of Bunker conversations. What did RN and Bunker discuss? 7) SALT in light of reported new Soviet missiles? 8) Nuclear Missile subs in Cuba? DOMESTIC 1) Economy. However, here I would think they would ask more precisely about a wage-price review board, or zero in on the problems of the dollar abroad. This is topical and they already have a hatful of RN's statistics as well as RN's assessment of how the economy is doing. Unless RN is ready to make a different or new assessment of how the economy is going - - it is difficult to see how we can get a "new lead" on the economy. 2) Congress.
