Q.
Mr. President: In a recent move, HEW developed
desegregation plans for 21 South Carolina School
Districts to satisfy a court order. Although
current guidelines say schools should desegregate
completely by the start of the 1969 school year,
18 or the 21 plans submitted call for a 1970
deadline instead. Does this delay mean your
Administration is softening its stance on desegregation
of schools?
A.
As far as plans developed for a court are concerned,
I do not believe I should comment on a matter which is
still essentially a court case. I will say, however,
that the objective of this Administration is to
achieve more progress in school desegregation with less
disruption. Our job is not to cut off federal funds,

but to ensure compliance with the law in order that
all students can receive a quality education. This
is what we are trying to do in theSouth Carolina
