As 1 am sure you understand, It is impossible for the President to respond personally to every communication he receives and, therefore, he has asked government agencies who have special knowledge or authority in the matter, to respond for him. When a letter like yours is forwarded, it is always with the understanding that the agency will give it the special attention that a letter from the President deserves. 1 am asking Secretary Volpe to personally review the handling of your previous letter and to furnish me information which is responsive to the issues you raised.
