Davis SUBJECT: Letter to Tricia Nixon Cox on Fate of Iraqi Jew You will note from the attached that we were recently asked to prepare a reply from Mrs. Cox to Dr. David Shamash (evidently a new neighbor in NYC) whose brother is an Iraqi Jew and is missing in Iraq. Mrs. Cox also expressed inter- est in US policy towards this general situation. For the purpose of putting down the facts, State prepared the more substantive reply at Tab B. However, we recommend that Mrs. Cox, consistent with White House handling of this particular subject, reply with the more general note at Tab A and that State follow up in more detail directly with Dr. Shamash. In both Syria and Iraq, the Jewish community has been and continues to be discriminated against in often tragic ways. The problem for the US is that we do not have diplomatic relations with either of these radical states and therefore have little diplomatic influence or presence. However, the US has been in the lead over the years in encouraging UN agencies and third countries to use influence in seeking an end to the discrimination and hopefully permission for the Jews to emigrate. If they can emigrate the US is further prepared to help them. This strategy even encounters prob- lems in that countries like Syria and Iraq often stiffen their resolve when faced with pressures. Finally, US leverage is further complicated by the Arab/Israeli dispute, with both Syria and Iraq adamantly against our policies and thus even less inclined to entertain US representations on behalf of the Jewish communities.
