Dear Armand:
Thank you for your recent letter containing ideas for a solution
to the Afghanistan problem and also for the report of your
travels to Moscow, Kabul, and Islamabad. It is unfortunate that
Mr. Gorbachev offered no breakthroughs on the Afghanistan question
at the Summit. I would welcome your insight into his current
thinking based on your discussions with him during the Summit.
I agree with you that the situation has reached a crucial point
at which a political solution may be possible. I believe that
Mr. Gorbachev is in a position to take the necessary steps to
bring about a settlement, but it is up to him to take these steps
and present a realistic timetable at the next Geneva round.
We are unsure just how much the Soviet signals reflect a serious
interest in moving forward quickly toward an Afghanistan solution
and to what extent they are merely "public relations." Whatever
the case, we will continue to impress on Moscow the fact that
Soviet actions in Afghanistan will continue to figure importantly
in our relations. If Moscow seriously commits itself to reaching
a settlement, we are prepared to be helpful.
1988 could be a good year for the Afghan people. All it would
take is a Soviet commitment to match their words with deeds.
Anything you can do to encourage the Soviets in this direction
would be welcome.

Thank you for your letter concerning the Treasury
regulations relating to R&D expense allocations.
As you indicate, a major feature of the budget agreement
was the elimination of any provisions that were revenue
losers. Unfortunately, this included a number of items
that we strongly support, like the 861-8 compromise.
The alternative, however, was to open the package to
a long list of expense items with additional taxes to
cover the cost. The list of such items was close to
$3 billion, a totally unacceptable sum.
We are still supporting the 861-8 provisions and hope
they might be addressed in the future. As you are
probably aware, the chances are high that there will
be a technical corrections bill sometime carly next
year.

Dear Dr. Hacohen:
Thank you for your thoughtful letter of November 12 concerning
the status of the city of Jerusalem and the PLO Observer
Mission to the United Nations in New York. I, too, treasure
the bond of friendship between the United States and Israel and
appreciate the value of our alliance.
For three decades, the U.S. position has been that Jerusalem
must be undivided, that its final status must be resolved
through peaceful negotiation, and that the outcome of such
negotiations should not be prejudged by the unilateral action
of any party. Accordingly, the U.S. Embassy remains in
Tel Aviv, pending a negotiated resolution of Jerusalem's
status.
Its ultimate status is not an isolated problem but part of the
entire complex of issues in the Arab-Israeli dispute. Our
overriding goal in the Middle East is a comprehensive, just,
and lasting peace ensuring the security and independence of all
countries in the region. To that end, since 1978 the United
States has participated in negotiations with Egypt and Israel,
and we continue to seek ways to move the peace process forward.
President Reagan's September 1982 peace initiative is directed
toward a solution which recognizes the legitimate rights and
just requirements of the Palestinian people and ensures the
security of Israel. The United States seeks to expand
negotiations under the Camp David framework to include the
Palestinians and those Arab states prepared to pursue the cause
of peace.
On the subject of the PLO and its Observer Mission to the
United Nations in New York, the United States has long
criticized the PLO for its ties to international terrorism.
But I do not believe that closure of the Observer Mission is an
effective vehicle for expressing our shared concerns regarding
terrorism and the PLO. Closure of the mission would break a
40-year practice regarding observer missions by nations hosting
U.N. bodies and could legitimately be viewed as inconsistent
with our responsibilities under sections 11-13 of the United
Nations Headquarters Agreement. The fulfillment of our
obligations under the Agreement is important to our rela-
tionship to the United Nations and its member states. I
believe it would be unwise to violate those obligations, even
with respect to organizations such as the PLO.

I say this particularly because the United Nations could be
expected to refer the issue to the World Court, where we would
probably lose and the PLO would reap a propaganda gain. It is
not in our interests -- or, ultimately, in Israel's --- to allow
such a consequence, however unintended, of action against the
PLO.
Be assured, the President is steadfast in his determination to
continue strengthening U.S. friendship with Israel. As
President Reagan told President Chaim Herzog during his
November State Visit, "The United States will always ensure
Israel's security and work with her in partnership for peace."

Dear Jack:
Doris sent me your letter, and I have gone into it at some
length. Regretfully, I find that there is a Federal statute,
specifically Title 5 of the U.S. Code, which prohibits the
President and members of his immediate staff from trying to use
political influence to obtain or maintain career employment of
candidates. I am sure you will understand the problem it would
cause if I tried personally to intervene. However, I think
Raymond should continue to pursue his efforts with the postal
department. And if he is interested in some other agencies of
the Federal government in the region, I suggest that he contact
William E. Flynn III, who is Regional Director of the U.S. Office
of Personnel Management, 75 Spring Street, S.W., Atlanta, Georgia
30303. I cannot be sure that that would produce a result, but it
is perhaps worth his effort.
I am sorry to learn that you are going to vacate the office of
County Executive of Campbell County, especially for health
reasons. You have done a splendid job, you have been a good
friend, and you have been good for the area. Good luck in the
future.

Dear Mr. Majewski:
Thank you for your message to Senator Baker.
I understand your frustration, and I regret that the
material you sent to the President was damaged. There
are procedures in place designed to prevent such
occurrences but, even in the best of circumstances,
errors do happen because of the volume and variety of
material sent to the White House each day.
For your information, we generally discourage people
from sending items of a personal or valuable nature to
the White House with requests. It is better to make the
request and then send the material under separate cover
if the request is approved.
As you requested, I have contacted the Postal Service
concerning an "Inauguration Day" envelope to replace
yours which was damaged in handling here. They have
informed me that those envelopes are no longer
available.

Dear William:
Thank you for your letter of November 30 concerning the
Generalized System of Preferences (GSP) and a petition from
Howes Leather Company concerning cut-to-pattern leather soles.
As vou know, Howes Leather Company has petitioned the
Executive branch agencies to recommend to the President that
he remove the duty-free treatment being afforded to cut-to-
pattern leather soles under the GSP program. This program,
which is administered by the Office of the United States
Trade Representative, is designed to promote the economic
development of designated beneficiary developing countries by
offering temporary duty-free treatment on some 3,000 articles.
Virtually all of our developed country trading partners have
similar programs.
The Howes petition is currently under review. We expect to
make a decision on this matter within the next couple of
months. The Office of the United States Trade Representative
(USTR) has assured me that your views will be carefully
considered as they prepare recommendations for the President.
Should you have any additional questions on the Howes Leather
petition or the GSP program in general, please do not hesitate

of the Report of the Senate Foreign Relations Committee and
SALT II Treaty mark-up and your pledge of support are deeply
appreciated.
T agree with your assessment of the work done on the SALT II
Treaty by the Senate Foreign Relations Committee. I have
commended it to the staff working on Senate ratification of the
INF Treaty.
As you might expect, we are quite proud of the accomplishments
the INF Treaty represents, such as the strength of the NATO
alliance, acceptance of asymmetrical reductions, and an agree-
ment to short-notice and permanent on-site inspections. Me are
also quite pleased by the wide support the Treaty has received
among our European allies and here at home. Your support will
be helpful as we move into the ratification process. I trust
that you will shay in close touch as the hearings proceed.
