Response to Charlie Wick on Midge Decter Proposal
I concur with Charlie Wick's very positive assessment of Midge
Decter and the relevance of her ideas to the President's program
but feel that the proposal for a January conference on European
neutralism, while desirable, should not be a major Presidential
priority - particularly since, as you are well aware, he will be
doing more direct and immediate work in this area with other
means.
It strikes me, however, that Midge's proposal might be something
the Vice President could usefully consider, and I have done up
a suggested response from you to Charlie with that in mind.

Dear Midge:
You are very generous. I was delighted by our conversation and
gained renewed hope for meeting the challenges ahead. I am daily
aware of the enormity of the task we face--all of us--yet deeply
impressed that we in this Administration can count on support from
dedicated and purposeful Americans of high stature such as you.
The Conference you have outlined seems to be a very important
occasion for those concerned about the threat to the Atlantic
Alliance from European neutralism. Rest assured that I will mention
the conference to the President and his colleagues. Understandably
his time is extremely precious.
We in ICA will follow through on the President's desire to convey
American views of these vital issues convincingly to our friends and
allies abroad.
In the meantime, thanks again for informing me of the Conference.

We think this gathering could be a very important
political occasion, both for us and for the Europeans.
Naturally, it would be guaranteed to be an important
political occasion if President Reagan were to consent
to be present in some way. It is said that you are
one of his most trusted friends and advisors; that is
why I am appealing to you to put in a good word for
us. I will not deny that I am keen for the President
to appear because it will lend great strength and
prestige to our efforts. On the other hand, I also
believe genuinely that it would provide him with an
unparalleled opportunity to explain to Western Europe
what he - and all of us - wants, needs, and expects
of it.
Any help you could give us in this matter would be more
gratefully appreciated than you can know.

I would appreciate it if you could take a moment to look
through the attached exchange of correspondence between me
and Midge Decter.
She is a dynamic woman. I have a great deal of respect for
her, and I think that her "Committee for the Free World"
provides us with an excellent, non-governmental way of
addressing crucial foreign policy issues.
Her proposal that the President address a January conference
in Washington on European neutralism has merit, I think, but
it may be that White House involvement on a lower level
would be more feasible. These are questions which I am not
in a position to address. As I pointed out to her, the
President's time is extremely precious.
