cut because it will screw up the whole thing for the Indians
who want to learn for their D.C.D to get a good jol or continue
training in other programs. How would you like it if you were in
my position? You would be writing this letter right new thinking
what to write, but it's not that easy. How would you like it
if there was an Indian for president He probably would let you
have a lot more slack than what you are doing. But that won't happen
because they won't be educated because of the cuts. now it's like the
olddags, they tooh away the land, and you take away our Indian
schools, and that's unfair.

Introduction:
I am a 37-year old Native American man trying to keep off
welfare and make a living for my wife and two children. I come
from a generation when there were extreme limits on the educational
attainment possible for 'Indians.' I do not have a GED, so the work
I have been doing all these years is labor/unskilled. I would like
to get a GED so that I may someday do more than live from day to day
on the money that I make.
Problem:
I am working at the Seattle Indian Center as building security.
My position is funded through CETA, Title III, Section 302 -- that
your Administration is cutting. This has been a useful experience
for me; this program should be kept up so that others like me can
have a learning experience that will be of value to them in their
lifetime. I understand that a new program being dreamt of will be
directed to mostly the young, what will happen to people like my-
self who did not have the opportunity years back to get a good
education?
Summary:
Is it your goal to chase the 'Indians' back to their reserva-
tions where there are no jobs, housing, schools, food? It would
seem that this is where you are turning us. There are many, many
of my people living off our reservations trying to scratch a living
out anywhere we can.
Please consider 'cutting us a little slack', instead of cutting
us from every program we need to survive.

Dear Mr. President:
I'm writing this letter to ask you to reconsider the budget cuts you
and your administration are planning regarding the CETA Title III off
reservation Indian programs.
Here in Washington State where we have 75% of the Indians living off
the reservation, it's hard for me to understand why you would propose that
there be O.J.T. on reservations only. In the first place, on the reserva-
tion there is nothing a person can do regarding O.J.T., no factories or
Industries to learn anything; in the second place, with 75% of the people
living away from reservations, it seems to me, there would be no one avail-
able to take part in the proposed O.J.T. programs.
I think the Jobs Training Programs are a very good idea, but here
again, it seems like you are leaving out a very vital segment of the work
force, the people between the ages of 22 years of age, and 40 years of age.
What happens to them?
As a voting citizen of the United States, I am urging you to think
about the consequences of your actons, and consider what you are doing, and
the effects it will have on all off reservation Indian people.

The time is now for you to make a firm policy statement againstt
federal ounrt ordered forced racialbusing of school children.
The public is well aware that Congresshas the constitutional
authority to strike down forced racialbusing as a "tool" to
remedy federal court ordered desegregation. The proper and
acceptable constitutional remedy is open school enrollment.
The short time that the Federal Judge "Ayatollah" Battisti and
the NAACP have taken over the Cleveland School System with
their forced racial busing and other desegregation programs,
the Cleveland School System went b roke spending some two million
per month for a total of eighty-five million dollars to-date.
In 1977 the Judge "Ayatollah" Battisti publicly berated the
Cleveland School Board for projecting exorbitant cost for his
desegregation remedy. He also be-littled them for claiming
there would e massive "white flight" if his forced b using
remedy were enacted. The Judge "Ayatollah" Battisti claimed
that his studies found no evidence of "white flight" to the
suburbs because of forced busing.
To-day----the Cleveland School System has lost 50% of its enroll-
ment. Half of the school buildings are empty, boarded-up, and
for sale. The black enrollment is now 80%. The daily absentee
rate for Junior-Senior High Schools is 30 to 35%. 70% of the
pupils drop out of school befor reaching grade twelve.
In Cleveland the local PBS-25 TV station had a morning program
requesting the viewers to call in their vote on Forced Busing.

forced schoolbusing. 17,000 white families called, and 95% were
against forced busing.
The 1s the opportune time for you to state publicly: No one has
the right toforce you to segregate, or force you to integrate.
Any federal employee practising forced integration or segragation
will be removed from office. This statement now will curtain the
use of race as a political ploy, and activate Congress to pass the
pending anti-busing measures to liberate the public schools from

The one subject I have yet to hear you speak on is "Forced
Busing". I find myself wondering just how you really feel
about the Unamerican Take-over of our schools and children.
Speaking for myself, (and I'm sure many, many others in the
city of Cleveland), I can tell you that it does not work,
nor will it ever work.
Many people in this city and across the nation cannot afford
the cost of private and parochial schooling for their children;
thus, they have no alternative but to send them to city schools.
The conditions in most of these schools are deplorable. The
teachers are not accredited, there are not enough books, desks
and supplies to go around and the system is in terrible financial
difficulty, BUT, thousands of dollars are spent on desegregation.
One would think that quality education is not an important factor
any more.
The ratio in student enrollment is approximately 25% white to
75% blacks and others. I do not call that balanced integration,
do you?
Most of the students must rely on public transportation to get
to and from school. I might add that there is very litte or
no security provided on these buses. You cannot imagine the
terrible chaos this creates during rush-hour time. There have
been numerous riots, beatings and stabbings on these public
vehicles, not to mention the abuse that the regular passengers
are subject to. (All of this goes unreported)
In the schools also, there is this terrible misconduct. It
seems the students are running the school, not the administration.
Incidents such as racial riots, rapes and beatings also go
unreported.
The news media will not print or report anything regarding
busing. Just what has happened to Freedom Of The Press?

Many parents, like myself, are devastated every morning that
their children leave for school. We actually fear for their
well-being. The children themselves do not like to go to
school anymore. This is not a healthy attitude for the
future leaders of our country.
I feel that my rights as a parent have been taken from me.
The parents hate it, the students hate it, so why must we
be forced to accept busing?
It is. in lieu of this letter that I truly hope you support
the Hatch Bill S-1760, the East Bill S-1647 and the Mottl
Amendment HJR-56.

Dear President Reagan,
I am one of the many Americans who are outraged at the way the Federal
Judges have usurped power in this country. I feel more and more all the time
as if we are being ruled by a bunch of pro-communists in judges robes. They
interpret laws to their own beliefs rather than the way they were meant to
be when written, completely ignoring the will of the majority of the people.
I thought democracy meant majority rule, but apparently it doesn't any more.
Please help get us back on the right track, by taking away all the power that
the judiciary has given itself.
What's happened to our freedom?
The Liberal 8th Circuit Court handed down an expected pro-busing verdict this
week, telling the St. Louis area to "get on with the desegregation.' 18 school
districts are fighting the desegregation in court, and the 8th Circuit Court
said that they didn't want to hear the cases because they don't have time
for things like that. Ridiculous! I thought that's what a judges job was-
hearing cases fairly--not making a verdict without ever having heard the case.
Isn't the premise of the courts system-- innocent until proven guilty? Maybe
they changed that premise and forgot to inform the citizens of it.
None of the children that I know want to be bused to a different school away
from their neighborhoods. The "great" plan that is being propesed will have
children riding the school bus 2 hours and 20 minutes one way to school!
What a waste of time, money, energy, and lives!
Your platform during the presidential election included getting forced
busing stopped. Please carry through with this promise. We have too much at
stake to stall any longer.

We are an affiliate of the National Association for Neighborhood Schools (NANS)
We have received a warning from our national office that the Department of Justice
is coming up with its own "anti-busing" legislation to be presented to Congress
for consideration. Further warning is that this legislation is likely to be a
re-hash of the 1974 Equal Educational Opportunities Act, which listed a "priority
of remedies" federal courts were asked to consider before deciding on forced busing
as a remedy. Thus, forced busing would remain as an "alternative" the courts
could use.
This approach would do nothing for existing orders and only promises a slowing down
at best of future orders. And it even naively assumes that future Justice
Departments will take an "anti-busing" position before the courts. The approach is
nothing more than an attempt to defuse the push for stronger legislation in the
Congress.
No, we want legislation that will totally stop this tyranny...and that will stop
it
in cities where it already exists.

I am not writing just to have my letter forwarded to the Department of Justice. I am
writing to share my concerns with the President of the United States and not merely to
have my letter wind up on the desks of those in your Administration who either oppose
or are lukewarm to the Congressional efforts to stop forced busing.
I just finished reading an open letter to you written by Betty Ann Johnson, editor of
"The Bottom Line", St. Louis, Missouri. I agree with Betty Ann Johnson 100%. She is
not only speaking for the National Association for Neighborhood Schools, Inc. (NANS)
and S.C.A.N.S., she is speaking for millions of Americans who are sick and tired of
forced busing, voluntary busing, involuntary busing, and any kind of busing that is
used to desegregate and integrate public schools. We Americans are sick and tired of
students being forced by the courts to be bused involuntarily beyond their neighborhood
schools based solely on their race, color, creed or sex.
I don't think I have to remind you, Mr. President, that we Americans have been ignored
by six presidents and the Congress of the United States on the issue of forced busing,
so we voted for a change. What are we going to get, Mr. President, some more of the
same?
We blamed the energy crisis on the oil producing nations. We blamed the imports on
Japan. Who are we going to blame for forced busing? The answer is the President and
Congress of the United States.
The N.A.A.C.P., the AFL-CIO, the Affirmative Action, the N.E.A., the A.C.L.U. and many
other liberal pro-busing groups didn't put you in the White House, Mr. President. We

to have a meeting with our officials.

This letter is in response to the Federal Court Ordered Busing of
our children. We are firmly opposed to forced busing as a remedy for
quality education.
Our children have to get up at 6 a.m. to ge stand on a dark corner
at 7 a.m. to get a I hour bus ride across town and then in the afternoon
spend I hour to get home. They will be doing these for 7 of the years they
attend school. How has the 2 or 3 hours each day on the bus helped their
education when their former schools were only 5 minutes away.
HOW HAS THE LAW OF THE LAND COME TO MEAN THAT A CHILD MUST BE REF-
USED ADMISSION TO A SCHOOL SOLELY BECAUSE OF HIS RACE.
We are aware of your stand, as well as the Republican party, on the

passed in Congress that would define what remedies are permitted for
uncenstitutional segregation in schools.
Our only desire is to have quality education for all children and

Dear President Reagan;- I speak for 4 voters in this Household
when I say your living up to pretty much what most people
expected from you as President. Except the one big reason
why a majority of people voted for you. when are you going to
do something about the forced busing of children in this country?
You want to cut the budget, here and there to save money, why
not cut out all subsidies for forced busing?
Here in St. Louis we got the Federal Court and the Justice
Department forcing all kinds of edicts down our throats.
we have tried every way to make ourselves heard, but no one
listens. well we spoke to them all when we elected you, and
now we hear nothing from you.
You meet with all kinds of groups that are pro-busing, but you
all but snub the people who really voted in droves for you.
Some groups are upset about the possibility of cuts in the
school lunch program, well trade with them, keep the school
lunch program and dump the forced busing.
We need your support for a Constitutional Amendment on this issue
and settle this once and for all, any nation that can legally
bus children will sooner or later get around to legally force
busing their parents.

Examples of the things the President's aides and the Justice
Dept. are doing to prevent the passage of anti-busing legislation.
1. Edwin Meese III stated on national television that your Adminstration
"is not looking favorably" at attempts to strip the courts of the
authority to order busing.
2. Assistant Attorney General William Bradford Reynolds, Head of the Civil
Rights division, stated at his confirmation hearings that he opposed
stripping the courts of jurisdiction to order busing.
3. The Department of Justice prepared a memorandum opposins legislation
aimed at stripping the courts of jusisdiction to order busing.
4. The Department of Justice issued a position paper opposing congressional
efforts to prevent the department from using its apporiations to advocate
and pursue busing orders in court.
5. Robert Mc Connell, the Justice Department's chief lobbyist, reportedly
had to be. restrained from lobbying the Congress in favor of racial
balance busing.
The Constitution, under Article III, clearly provides that the Congress
may make exceptions and regulations concerning federal court jurisdiction
on matters such as forced busing. The Supreme Court has upheld that power
of Congress when used on other constitutional questions in the past. The
Justice Dept. is working to keep Congress from using the powers given to
them to stop forced busing.
