Carleson, director of the state Department of Social Welfare, with "very mixed emotions." Carleson, 42, today was named special assistant for welfare matters to Casper W. Weinberger, secretaryfor Health, Education and Welfare in President Nixon's cabinet. Effective date of the resignation was not announced, but it is expected he will leave the state welfare department within a few days. "I have very mixed emotions about Bob leaving our administration," Governor Reagan said. "The facts and figures make it clear that he has been an outstanding welfare director. The welfare reforms that we instituted in California can be a model for other states to follow in reforming their welfare systems. I can think of no one better qualified to assist in that activity than Bob Carleson. "Bob deserves much of the credit for reforming welfare in California He was a member of the original task force I appointed to investigate the staggering increases in the cost of public assistance. And he was one of the principal architects in drafting the reforms that put an end to the literally hundreds of abuses that were running rampant throughout the welfare system. "As director of the department, Bob carried the main burden of guiding our welfare reform program through the legislature. And he has had the difficult responsibility of implementing the reforms. Part of Carleson's responsibilities at HEW will be to work with governors, state legislatures and welfare directors in reforming welfare at the state level. He will also assist the states in moving aged, blind and disabled recipients from a state to federal welfare system as required by recent congressional action. Carleson will also be a chief advisor to Weinberger and various elements of HEW on welfare policy and regulations, and legislation pending in the congress. Before coming to Sacramento, Carleson was city manager of Pico Rivera. His experience in public administration also includes that of' city manager of San Dimas, senior assistant to the city manager of Torrance, assistant city manager of Claremont, and assistant to the director of Public Works of Beverly Hills. A native of Long Beach, Carleson is a 1953 graduate of the University of Southern California with a BS degree and graduate work in public administration. He joined the Reagan administration in November of 1968 as chief deputy director of the state Department of Public Works. He was instrumental in reorganizing the department, and had a key role in making the state's highway program more responsive to the needs of cities and counties throughout the state. Flooding, exceptionally high tides, and strong winds caused $4,475,000 damage to streets, levees, drainage facilities, public utilities, and 68 homes in the Oxnard shores and Rincon Beach area of the county. The governor's proclamation will pave the way for tax relief to affected businesses and individuals, and for assistance to local government under the state Emergency Flood Relief Law. The Acting Governor's proclamation, made at the request of the Butte County Board of Supervisors, will pave the way for property tax relief to affected individuals. O'connor, of San Francisco, as director of the state Office of Narcotics and Drug Abuse. "We are very fortunate to get a man with the experience and background that Matt 'Connor brings to this position," stated acting Governor Reinecke. "His twenty four years in narcotics law enforcement uniquely qualifies him for this post." O'Connor, 47, a Supervising Special Agent with the Bureau of Narcotic Enforcement in the state Department of Justice, will take over the new position immediately. He replaces William B. Skelton, of Sacramento, who held the title of Coordinator, state Office of Narcotics and Drug Abuse Coordination. The title and functions of the agency were changed by legislation in 1972 (SB 714, Deukmejian). Skelton, 47, was appointed to the position as coordinator in July, 1971 by Governor Ronald Reagan. He resigned January 11, 1973, to accept a position as Inspector, California State Police, Sacramento. "Bill Skelton did an outstanding job, Acting Governor Reinecke said "As coordinator for the past 18 months, Bill has been instrumental in making California one of the leading states in narcotics and drug abuse, treatment, care, preventive and rehabilitative programs. Now we will have Bill Skelton's expertise of a 23-year law enforcement career in his new position as State Police Inspector." O'Connor, who served in the Navy for three years during World War II, entered law enforcement work as an officer in the San Francisco Police Department. After two years, he joined the state Department of Justice as a Narcotic Inspector. The San Francisco native studied criminology at San Francisco City College for two years, police administration at Los Angeles City College for one year and at"Southwestern University Law School for two years in Los Angeles. He has also been an instructor in Law enforcement at Los Angeles and San Francisco City Colleges and Napa Community College. He has been a resource consultant to numerous drug abuse study groups and councils, including the state legislature, the U.S. Congress, California Judicial Council and the California Council on Criminal Justice. 'Connor has participated in studies of worldwide drug traffic since 1965 and is past president of the International Narcotic Enforcement Officers Association in 1970, and past president of the California Narcotics Officers Association. He and his wife, Elizabeth, have three children, Matthew, Mark and Ann. The family presently resides in San Francisco. O'Connor will receive an annual salary of $23,712. He serves at the pleasure of the governor. Bradford, 55, is a trustee of the California CPA Foundation. He is also past president of the Fresno Rotary Club and the Valley Children's Hospital and Guidance Clinic. Hope, Sr., of San Diego, and Wilfred E. Blessing, of San Jose, to the State Board of Architectural Examiners, in the Department of Consumer Affairs. Hope, 72, retired chairman of the board of the architectural and engineering firm of Frank L. Hope & Associates, has served on the board since June 1969. He is a Fellow of the American Institute of Architects, having been elected in 1965. He is a member of the National Council of Architectural Registration Boards and past president of the California Chapter of the American Institute of Architects. Nelson, general manager of the Southern California Rapid Transit District, to additional four year terms on the State Water Commission. The reappointments require Senate confirmation and pay $50 per diem plus expenses. Nelson has served on the commission since March 21, 1967, and Coombs has served since February 19, 1969. Coombs, 62, owns and operates the Coombs Lumber Company of Garberville. A 1932 graduate of the University of California at Berkeley, he entered the lumber business in 1946. He has been a director of the 11-county Eel River Association since 1959 and is a former member of the Humboldt Unified School District board. He is married to the former Melba Fieldmeyer. They are the parents of two grown sons. The family residence is at 328 Whitmore Avenue, Redway Nelson, 70, served as Director of Public Works in the Reagan Administration for one year prior to being named general manager of the Southern California Rapid Transit District in 1968. He is a graduate of Pomona College, and two years graduate studies earned him an engineering degree from Cornell University. He previously was general manager and chief engineer of the Los Angeles Department of Water and Power and worked in the department for 35 years. He is a registered civil engineer and has taught hydraulic engineering practice at the University of Southern California. The governor said he has been advised by top HEW officials that federal regulations will be modified to provide for continuation of the program in California. However, he said that in order to make sure there is no termination or lack of continuity of the program in the state, he is requesting that the legislature pass an emergency measure which will take effect if the federal government does not act in time to prevent its discontinuance through lack of funding. Otherwise, he said, the program will run out of funds April 1. Governor Reagan noted that several bills already have been introduced in the legislature to prevent termination of the program and said that the governor's office will work with the authors to develop a measure satisfactory to the administration, ###### Gray State of California GOVERNOR'S OFFICE SACRAMENTO 95814 2-2940 RONALD REAGAN GOVERNOR Released to March 1, 1973 Sacto UNION Bee. 3/6/73 Mr. Thomas H. Mercer Regional Director AP + UPI Office of Economic Opportunity 100 McAllister Street San Francisco, California 94102 Dear Mr. Mercer: This office has just completed a review of OEO Grant No. 90465 in the amount of $368,900., to the Sacramento Area Economic Opportunity Council for the period January 1 to June 30, 1973. Our findings cause us serious concern as to the capability of this agency to safeguard assets placed under its control and to implement programs intended to alleviate poverty in Sacramento County. The principal problem faced by the agency is that, at this time, the agency's bank accounts and books of account are not reconcilable and have not, in fact, been reconciled for the past 8 months. There are a substantial number of fiscal transactions which appear to have violated Federal regulations and State and Federal law itself. Supporting documentation and adequate explanations for many expenditures are unavailable, making a thorough audit of such transactions impossible. Many of the agency's general ledger accounts are inaccurate, and some are in error by many thousands of dollars. The entire fiscal system does not adhere to sound accounting practices, and internal control within the agency is virtually non- existent. In fact, based on the information available at this time, the overall situation cannot be rectified without a complete restructuring of all books of account of the agency. Mr. Thomas H. Mercer -2- March 1, 1973 A recent review by the Department of Labor of the agency's NYC records showed that said records are also not reconcilable, and further DOL funding of the agency is being withheld. Our review of programs shows that the agency does not have a viable vehicle for the effective delivery of services. Although the responsibility for the implementation of most of the programs funded* by OEO rests with delegate agencies of the SAEOC, there was no record that delegate agency contracts had ever been executed. Consequently, delegate agencies are generally unaware of their responsibilities and authority, and the parent agency has no one it can legally hold accountable for the implementation of programs and the expenditure of vast amounts of Federal funds. The result is that proper guidance, direction and assistance have not been given the delegate agencies. Without this support they have floundered and expended the majority of their resources for activities of a recreational, entertainment and political nature and other functions not within the scope of the work program. For example, the agency used OEO funds to pay for numerous trips for large numbers of people to such places as Marine- land in the Bay Area and several gambling clubs in Nevada. The present status of the SAEOC can only be interpreted as being total failure on the part of the agency to develop an effective mechanism for dealing with poverty in this county. Under normal circumstances, the State of California could not approve of a grant to an agency with problems of the magnitude now facing SAEOC. However, we are mindful of the fact that, at this time, the agency's financial resources have been exhausted, and that the next staff payroll cannot be met. Therefore, this grant is not being disapproved by the State of California, in order that some funds may be rèleased by your office to cover immediate operating expenses. The Governor signed a letter declaring that SB 29, authored by Senator Donald Grunsky (R-Santa Cruz) is emergency legislation and that it can be acted upon by the legislature and not have to wait for final passage of the 1973-74 Budget Bill. The bill, if passed, will continue for another year, the pilot educational program in the County School Districts of Fresno, Kern, San Luis Obispo, Shasta and Sutter; city school districts in Oxnard, Ontario-Montclair and San Bernardino; and the San Diego and Stockton Unified School Districts. Although specific data is not yet available, the program directors expect their findings to reveal that the child will achieve greater social adjustment, will be more likely to function independently within a sheltered environment, and will be able to participate in family activities. In his letter of resignation, effective April 1, Hansen said his future plans would be announced shortly. Hansen, 52, was appointed director of HRD in August, 1971. Prior to becoming director, he was deputy director of HRD. In 1967, Hansen was appointed by Governor Reagan to organize and administer the Bureau of Employment which preceded the formation of HRD. He was a member of the steering committee to Governor Reagan's Manpower Policy Task Force. He was also a member of the governor's committee for employment of the handicapped and the governor's special assistant for the Public Employment Program (PEP). "Sig Hansen's leadership and broad knowledge of the manpower area have contributed significantly to one of the state's most complex departments,' Governor Reagan said. "I want to thank him for his dedication and loyalty, and to wish him every success in the future." As director of HRD, Hansen has been responsible for over 100 programs concerning employment, unemployment and disability insurance. A native of Detroit, Gowans received his law degree from the University of Michigan in 1954, He also holds a BS degree in engineering and a Masters Degree in business administration from the University of Michigan. In 1960, Gowans was appointed United States Commissioner by the U.S. District Court in Los Angeles and served in that post until 1971 when he was named United States Magistrate by the same court. Geduldig as director of the State Department of Human Resources Development (HRD). Geduldig replaces former Director Sigurd I. Hansen, whose resignation was announced March 13. Geduldig's appointment will become effective April 1. He is currently the director of the State Department of Health Care Services, which administers the Medi-Cal program. Geduldig entered state service in 1963 as a public information officer with the Department of Employment, HRD's predecessor. Parties to the exchange are the State of California and Signal- Landmark, Inc., of Santa Ana. Under terms of the exchange, the state is acquiring a solid parcel of 563-acres of land and water in Bolsa Chica Bay, Orange County, and consolidation to Signal's scattered easement rights in the bay totaling about 560 acres. The State Lands Commission will give the Department of Fish and Game a 66-year lease on the land, the maximum that can be granted under state law. The DFG plans a two-phase development of the area, the first of which will be construction of levees and flooding of the marsh areas drained many years ago. Phase II will be construction of an opening to the sea for full tidal action flow into the area and development of a small craft harbor. Reopening of the bay to the ocean will complete re-establishment of the saltwater marsh that was destroyed by installation of flood gates at the turn of the century. Projections call for vastly increased use of the preserve by marine life and water-associated birds. A public observation point and an interpretation center are planned at one corner of the 400 acres to be allocated to the ecological reserve. The California Fish and Game Commission is scheduled to adopt management regulations for the reserve at a meeting April 27 in Redding. Money for preliminary planning of Phase I developments is included in the 1973-74 fiscal year state budget. The funds totaling $18,000 would come from the Environmental Protection Program. If the funds are appropriated July 1, a contract will be let to the State Office of Architecture and Construction to develop detailed drawings and cost estimates. A Bolsa Bay Development Advisory Committee will advice the DFG on fish and wildlife programs, the configuration and makeup of estuaring habitat necessary to support wildlife in the recreated marshland, and the type of public use facilities required. James B. McCormick, chief of the DFG's Planning Branch and head of the interdepartmental task force that forged the agreement for the land exchange, said it will be about two years before construction of the wildlife preserve can begin. The achievements of Medi-Cal in its first full year of operation under the governor's reform program were summarized in the annual Medi-Cal report submitted to Governor Reagan and the legislature by the Department of Health Care Services and the Health and Welfare Agency. "I am delighted that our reforms have brought the Medi-Cal program under control,' Governor Reagan said. "The yearly increases in the cost of Medi-Cal was a major fiscal problem for the state, but the report released today is a clear indication that our reforms are working." Governor Reagan noted that, prior to 1971, costs of the Medi-Cal program, which provide medical care for welfare recipients and indigent persons who cannot provide their own, had grown by $100 million to $200 million each year for the past five years. The Medi-Cal reform plan, proposed by Governor Reagan and enacted by the legislature in 1971, has resulted in monthly savings of $4.23 million, according to the report. The savings amount to approximately $25 million in state general funds and $25 million in federal support. Governor Reagan said the savings are being achieved without denying reasonable and necessary care to the state's 2.4 needy individuals. The report states that four out of five Medi-Cal patients received their necessary care through the standard two physician visits per month without prior authorization, a key element in the governor's reform plan. Additional services are provided under the supplemental schedule of benefits but, according to the report, they accounted for only three percent of total benefit payments to physicians. Two out of three Medi-Cal patients had their drug prescription needs met with the two per-month authorized under the basic schedule. Denial of medical and pharmaceutical services accounted for only one percent of savings. The remaining 99 percent is attributed to deterred savings---services not requested by providers through the prior authorization system because they were not medically necessary. - 1 - #148 Of all requests for all services, less than five percent were denied. The report also outlines the growth of Prepaid Health Plans. The PHPs are an alternative to the standard fee-for-service Medi-Cal programs Medi-Cal implemented its first prepaid health plan contract in May, 1972. By December, Medi-Cal had contracted with 22 plans whose potential enrollment is more than 400,000 Medi-Cal beneficiaries. The report disclosed that an expanded surveillance program by Health Care Services resulted in 58 criminal actions against Medi-Cal beneficiaries during 1972, compared to only two such actions in the preceding five years. It added that more than 1,000 allegations of fraud by physicians and other health care providers in the program are currently under investigation. Medi-Cal suspended 19 nursing homes from the program during 1972 and is investigating another 161 for alleged violations. The investigation bureau in Health Care Services also identified almost $3 million as potentially recoverable, compared to a total of less than $500,000 for the five preceding years. Governor Reagan pointed out the new Medi-Screen program described in the report. He said it is designed to detect, prevent, and correct physical and psychological abnormalities in Medi-Cal recipients under 21 years of age, and will provide early and periodic screening, diagnosis, and treatment. The report also analyzes anticipated effects on Medi-Cal of federally enacted Public Law 92-603 (HR-1). Generally, it concludes coverage will be expanded and benefits increased. However, increased federal funding may help offset additional costs. He called the 50-member Jobs for Veterans Task Force, which he appointed two years ago, "a seasoned team with a proven record of success that can be relied on to keep the drive going." Governors of the 50 states appointed task forces at the request of President Nixon. The California task force, whose chairman is director of the Los Angeles Veterans Administration Regional Office, Gordon R. Elliott, has been one of the most successful in the nation. During 1972, over 55,000 jobs were found for Vietnam-era veterans by the state Department of Human Resources Development. Governor Reagan noted that while joblessness among young veterans is declining, there is still a steady stream of veterans being discharged from the armed forces and returning to California. "Now that we know how to do this job, Governor Reagan said, "we can concentrate on helping these young men find employment more quickly. They have given much to their country and they have much to give to employers. "It is time for this task force to shift into high gear for these young veterans. They are the cream of this generation." Statewide, the unemployment rate of 5.5 percent during 1972 for Vietnam-era veterans was one-half of one percent lower than for non- veterans in the same age group. The task force chairman attributes the lower rate to the "spirit of cooperation exhibited by businessmen and government at all levels." A variety of techniques has been used to bring unemployed veterans and employers together. Moe, 40-year-old Director of the State Department of Public Works, as California's first Director of Transportation. Moe's appointment is effective July 1, 1973, when the new Deaprtment of Transportation will begin operation. Governor Reagan has requested Moe to begin immediately organizing the new Department to insure that it will be fully operational by that date. Authority that establishes the Department, Assembly Bill 69 (1972), calls for newly created Divisions of Transportation Planning, Mass Transportation and Aeronautics, as well as the present Legal and Administrative Services and the Division of Highways. It absorbs the existing Departments of Public Works, Aeronautics and the Office of Transportation Planning and Research. The Governor said that the major change will be a more comprehensive transportation planning process involving all levels of government, as well as the private sector, in a cooperative effort to develop regional and statewide transportation plans. "This will result in a California Transportation Plan which will guide the achievement of balanced transportation systems consistent with our state's social, economic and environmental goals," the Governor said. The new department will be responsible for developing a statewide transportation system based on regional plans submitted by recognized local councils of government or transportation commissions. After public hearings and adoption, the regional plans will be brought into the statewide plan with necessary adjustments for inter-regional systems. "I have been very impressed with Jim's effective management skills and leadership over the past six years," said Governor Reagan. "He has demonstrated sensitivity toward local government's role in transportation, has aggressively developed multi-model cooperation between transit and highways, and instituted sensitive governmental programs while maintaining a vigorous support of the highway program," Governor Reagan added. Moe was born in Fargo, North Dakota and completed a five-year engineering and business curriculum at the University of Minnesota, graduating in 1954 with a Bachelor of Civil Engineering Degree. -1- #155 After two years' active duty as a Naval Officer on the aircraft carrier USS Hornet, Moe joined the Pozzo Construction Company of Los Angeles in 1956. Ken, then age 16, was sitting in his home on the night of November 10, 1971, when he saw flames coming from the back of his neighbor's house. He rushed over and found his neighbor attempting to open a window from the inside, immediately opened the window and pulled him to safety. Ken then entered the flaming room and found a little boy and girl trapped inside. He helped the littl girl to safety, re-entered the room to assist the boy and the room exploded with flame, Further rescue proved impossible. The Daly City Fire Department credits Ken with saving two lives. For his quick thinkin and act of courage, Kenneth is awarded the California Medallion for Bravery. He observed a traffic violator overpower Highway Patrolman L. Dean Biss and immediately raced to aid the officer. Don, acting with bravery and intelligence succeeded in jamming his thumb between the trigger and trigger guard of Officer Biss's loaded revolver, which the suspect had taken during the struggle, making it impossible for the gun to discharge. Don's heroic efforts helped prevent any injyry to Officer Biss and enabled him to complete his arrest. Like flood victims in the counties of Marin, San Luis Obispo, Santa Barbara, Solano, and the City of South San Francisco, residents in Ventura affected by the January floods will have a number of state and federal disaster aids available following the federal action, which was requested by Governor Reagan. Federal assistance to individuals who sustained damage in the floods will consist mainly : of long-term, low-interest loans to homeowners and businessmen through the Small Business Administration. The State : Department of Human Resources Development will provide disaster unemployment assistance payments to those eligible individuals who became unemployed because of the floods. The purpose of the Governor's Tax Reduction Task Force, as specified in the governor's charge to the task force, was from the beginning to "review the entire tax and public financing system in our state, including the analysis of methods for reducing governmental programs and spending at the state level.' The governor's charge applied to, and was intended to cut across, the operations of all departments in state government to determine those areas where further economies and cost reductions could be made to reduce the heavy tax burden on the people. The governor requested that the task force utilize existing state resources and ordered all departments to give full cooperation to this activity as a top priority of his administration. Consistent with this charge the task force devoted a considerable amount of time to working with individual departments and with outside economists who were available for this purpose. To accomplish the charge, people and services were contributed from various departments, on either a full-time or part-time basis, to help achieve these goals. The expertise which resulted from the efforts of the task force made it possible to develop the comprehensive revenue control and tax reduction program which the governor has offered to the legislature and the people of California. The project is also resulting in a wide range of other recommendations to reduce the cost and improve the effectiveness of state government. Since the task force was formed last Sepbember a number of operating departments and agencies within the administration, including the governor office, have, at one time or another, provided assistance to the task force members in the form of informational data, temporary personnel, and resources. This is no different from the manner in which other task forces formed by the governor during the course of the administration have been supported in the past---including those on government efficiency and cost control, welfare reform, public safety, and education. One of the departments which has assisted in funding some of the administrative costs of the task force is the Department of Social Welfare The total amount of money contributed by this department toward such costs is $19,260. This expenditure has helped the task force meet the cost of consultant fees, some travel and expenses, the cost of equipment and supplies, and other services such as the cost of graphics, typing, etc. This is the total amount of direct funding which Social Welfare has provided toward the support of the task force which is now finishing up its work. Other departments and agencies which have provided assistance to the task force include the Business and Transportation Agency, Resources Agency, Agriculture and Services Agency, Health and Welfare Agency, Department of Housing and Community Development, Department of Finance, Department of Human Resources Development, Department of General Services, the Board of Equalization and the Franchise Tax Board. Considering the success of the task force in developing a realistic and comprehensive program to reduce the tax burden of the people of California, the contributions of these departments and agencies have been very small in terms of the cost-benefit ratio, #### Gray
