At your suggestion, I am writing to you instead and sending a copy of this letter to the Governor. I am firmly opposed to organizations such as C.R.L.A., both in principle and practice. I am opposed to the concept of such a large organization operating ten or twelve different offices in widely separated communities, with all branches and their policies subject to a centralized control. I feel that an organization operated and controlled locally can do a much better job serving the needs of the disadvantaged, and can do it at a much reduced cost. I strenuously object to C.R.L.A.'s policy of emphasis on class actions and "target" cases. I happen to be one of the members of the local Bar Association who were appointed to survey C.R.L.A. when it first opened an office in our community. We were repeatedly assured that C.R.L.A. would conduct its oper- ations like any other law office with due regard for the economic factors which impose such a salutory restraint upon litigation. Recent experience of our office in two unlawful y detainer matters (copies of pleading from these have been furnished to you) indicate that, in at least some cases, C.R.L.A. is not conducting its practice with due regard to those assurances. C.R.L.A. early adopted a policy of handling no domestic litigation. It is my impression that, since the advent of the new Family Law Act, they have gone 180° on that policy. I am aware that you share my disenchantment with the CRLA and have tried to disrupt their functioning because you have seen their prime purpose is not to provide legal aid to the poor but to over turn State statutes and disrupt traditional procedures. I also note that the Federal office of the OEO has increased their budget here in California. The prime reason for my letter is an article appearing in our local paper, The Press Democrat, which discloses that the local CRLA is now opening an office in Healdsburg which is to be in addition to their office in Santa Rosa, and it further states that their prime function will be to secure housing for the poor. Their move to Healdsburg is because ninety-five percent of their business is in that area, they state, so, why, I say, keep an office in Santa Rosa. I believe their move to this area is because there is a large Spanish-American or Mexican-American population and they can foment a little more disruption up there. Further, I cannot understand why or how it is they can become involved in the housing situation when we are being overwhelmed with any sorts of subsidized programs for housing. Our Supervisors, in fact, have just taken steps to initiate a Housing Authority, after the CRLA initiated a suit to prevent the citizens from having their votes counted on that subject. Is there anything at all that can be done regarding the CRLA or is it just one more area where the citizen who is self- supporting and believes that other's rights to his earnings should be extremely limited, has to suffer in silence?
