Accelerate work to get Radio Marti on the air.
3)
Implement new economic measures such as blacklisting
of ships calling at Cuban ports, curtailing tourism,
and other measures to improve the effectiveness of
the embargo.

Close the Cuban Interests Section at an appropriate
date.
5)
Initiate a new, all-out effort to repeal the Clark
Amendment.
6)
Increase assistance to Somalia.
7)
Increase constraints on the activities of Cuban
representatives at the UN, such as by decreasing the
size of the Cuban Mission and by reimposing travel
restrictions.
8)
Announce the economic and military assistance supplemental,
and other measures for improving regional stability, in
the President's State of the Union Address.
9)
Prepare a public affairs strategy to include a February
or March speech by the President on the danger in the
Caribbean Basin and our response.
The implementation of this directive will be the responsibility of
an interagency management group chaired by the Department of
State. All meetings of this group will be held in the White
House Situation Room.
