National Security Decision
Directive Number 49
STANDING CONSULTATIVE COMMISSION
The following guidance will govern the internal organization
and operation of the US Component of the Standing Consultative
Commission established by the Memorandum of Understanding
between the USA and the USSR of December 21, 1972:
A. The US Component of the Commission will consist of a
Commissioner and a Deputy Commissioner designated by the
President upon recommendation of the participating agencies.
B.
To assist the Commissioner in carrying on the work of the
US Component, a Secretariat will be formed, consisting of
an Executive Secretary and a Deputy Executive Secretary
appointed by the Commissioner after coordination with the
participating agencies. The agency of residence of the
Commissioner, ACDA, will provide administrative support
to the Secretariat as appropriate.
C.
To assist the Commissioner in the conduct of bilateral
sessions of the Commission, an advisory and support headed staff
will augment the Secretariat. This staff will be
by the Executive Secretary and will include advisors to
the Commissioner and support personnel designated by the
participating agencies upon request of the Commissioner.
D.
The US Component of the Commission wil+ maintain a close
and systematic relationship with the established
interagency planning and policy process for arms control
negotiations
E. The US Component of the Commission will carry out
Presidential instructions under the general direction of
the National Security Council.
