All requests for the export or exchange of either or "technical assistance" as defined above must specify the space "hardware, software and related technical information" end use for which it is sought. 4. All such requests shall be examined on a case-by-case basis in accordance with applicable U.S. laws and regulations to determine the net advantage to the U.S. The determination and shall take into account relevant international agreements arrangements, relevant bilateral agreements and arrangements, and our objectives for international cooperation in space activities (see Section C). 5.
