SENSITIVE
The Secretary of State, in coordination with the
Secretary of Defense, the Chairman of the Joint Chiefs
of Staff and the Director of Central Intelligence, will
assure diplomatic cooperation with the Organization of
Eastern Caribbean States (OECS) and other friendly
governments. He will also inform Cuba and the Soviet
Union of our actions at an appropriate time and provide
for the safe passage from Grenada for their nationals.
A coordinated legislative and public affairs strategy
will be prepared which reflects:

The multi-lateral character of our actions.
--
The human rights, abuses, and oppression of the
current regime and the recent violence which
potentially endangers U.S. lives.

The democratic nature of the new government being

In order to preserve the lives and safety of U.S. citizens on
Grenada and military personnel involved in this operation, all
agencies of the U.S. Government will maintain strictest security
controls. Appropriate cover and deception measures are
authorized to mislead the present Grenadian regime and the Cubans
concerning our true intentions. In this regard, all senior USG
officals should maintain normal schedules to the maximum extent
practicable between now and the initiation of this operation.
