PREPARATIONS FOR THE 1986 ECONOMIC SUMMIT

This Directive clarifies the responsibilities of various agencies
in preparing for the 1986 Economic Summit meeting in Japan.

I.
Preparations with Other Governments - "Sherpa" Team
I
have redesignated Allen Wallis, Under Secretary of State
for Economic Affairs, to be my Personal Representative for
the preparation of policy aspects of the Summit meeting.
Together with Stephen Danzansky, Senior Director of the
National Security Council's International Economic Affairs
staff, and a representative to be named from the Department
of Treasury, he will direct the overall preparations for the
Summit. to
II. Preparations within the U.S. Government
The President's Personal Representative will chair a Working
Group of the Economic Policy Council (EPC), consisting of
representatives at the Under Secretary level from the Vice
President's office, the Departments of Treasury, Defense,
Agriculture, Commerce and Energy, the Central Intelligence
Agency, USTR, NSC and CEA. The EPC Working Group and the EPC
will have responsibility for assisting in policy preparations
for the Summit, and providing general Cabinet guidance on
issues. They will also prepare the briefing materials as
requested by the Personal Representative and coordinate U.S.
participation in other international meetings where Summit
issues will be discussed.

In carrying out his responsibilities for the Summit, the President's
Personal Representative will report directly to a Summit White
House Group (SWHG), jointly chaired by Robert McFarlane, the
Assistant to the President for National Security Affairs, and
Donald Regan, the Chief of Staff. The Summit White House Group
will have primary responsibility for all matters relating to the
Summit, and will provide recommendations to me for decisions.
These recommendations may be reviewed, as necessary, by the
National Security Council.
