The U.S. Delegation to the SVC will carry out Presidential
instructions under the general direction of the National
Security Council, which will provide guidance on substantive
matters. (S)
Interagency Support for the U.S. SVC Delegation
To provide instructions to the U.S. Delegation to the SVC
and guidance to appropriate agencies on INF Treaty
implementation matters, an INF Treaty Steering Group is
hereby established. The Steering Group will be chaired by a
member of the National Security Council Staff designated by
the Assistant to the President for National Security
Affairs, and will incorporate representation from both the
arms control policy and compliance communities. Compliance
policy and analysis responsibilities however, will remain
as they currently exist in the Arms Control Verification
Committee structure. The Director of the On-Site Inspection
Agency, Director of the Nuclear Risk Reduction Center, and
the U.S. Representative to the SVC will take part in
Steering Group meetings. (S)
ACDA will chair an interagency SVC Support Group that has
both working and backstopping functions. The SVC Support
Group is charged with overall responsibility for the work
program in support of the SVC and for preparing guidance,
drawing on this work. DOD will chair a working group on
equipment and equipment-related procedures, and State will
chair a working group on Allied and basing-country issues.
These groups will be under the authority of the INF Treaty
Steering Group, which will form other working groups as
necessary to address specific areas so as to take advantage
of agency expertise. (S)
