outlets, with appropriate protection for the confidentiality of

information regarding the timing of inspections and other
3
investigative techniques whose effectiveness depends on continued
4
confidentiality;

"(iv) the strategies to be utilized by the State for enforcing the
6
law described in subsection (a) of this section during the fiscal year
7
for which the grant is sought; and
8
"(v) the identity of the single state agency designated by the
9
Governor of the State to be responsible for the implementation of the
10
requirements of this section.

Inspections conducted under this paragraph shall include at least 250
12
random, unannounced inspections of retail sale outlets annually for each
13
1,000,000 persons residents in the State, as most recently determined by
14
the Bureau of the Census. Such inspections shall cover a range of outlets
15
(not preselected on the basis of prior violations) to measure overall levels
16
of compliance as well as to identify violations, and shall be conducted to
17
provide a probability sample of outlets. The sample must reflect the
18
distribution of the population under the age of 18 years throughout the
19
State and the distribution of the outlets throughout the State accessible to
20
youth. Indian tribes shall conduct such inspections monthly of at least 10
