As you know, our Office has continued to analyze and raise questions about the inadequacy of
the public health and other provisions of the Tobacco settlement proposal. Attorney General
Hubert H. Humphrey III testified before the Senate Judiciary Committee last week, and will
appear before the Senate Commerce Committee next week.
Attorney General Humphrey's statements reflect his continuing concerns with both the timing
and content of the settlement proposals. Attached are the following documents for your review:
1.
Attorney General Humphrey's July 16, 1997 Judiciary Testimony;
2.
A Preliminary Analysis provided to the Judiciary Committee that focuses
primarily on legal and policy concerns raised by the sweeping civil
liability concessions granted to the Nation's number one killer industry;
and
3.
A broader draft analysis of the settlement, with comments and questions.
