Comments on HUD's Strategic Plan - Self-Sufficiency Objective 3.2
To whom it may concern:
These comments are submitted by the Center on Budget and Policy Priorities. The
Center is a nonpartisan research organization and policy institute that conducts research and
analysis on a range of government policies and programs, with an emphasis on those affecting
low- and moderate-income people. Affordable Housing for low-income families and individuals
is an important focus of the Center's research and policy efforts. The Center is particularly
interested in promoting housing policies that help poor families make the transition from welfare
to work.
Due to limited time, these comments are addressed solely to Objective 3.2 concerning increasing
the earnings and assets of families in HUD housing programs.
HUD is to be commended for focusing efforts on the goal of increasing the "
self-sufficiency" of the families that participate in its housing programs. We are concerned,
however, that the proposed performance measure will not adequately assess progress in meeting
this goal, and that the proposed "Means and Strategies" omit a number of potentially helpful
efforts.
Performance Measure
The draft plan proposes to measure HUD's performance on this objective by comparing
the rate of growth of earnings of families in public and assisted housing in 2005 - 2006 to a
