Subject: Re: APICs Authorization Language in a Word File
We do not know very much about what is happening on this except that "New Markets" is moving and that
we needed to put together appropriations language for a couple of programs. Since there are four
versions of the New Markets bill in the Senate it could be any of them but two of the four did not include
APICs language. We did have to prepare APICs language today so it is possible it is one of the two that
did not have APICs language. Those two did include some form of Charitable Choice
language(Santorum/Lieberman and Armey/Roth). I will let you know if I any more information particularly if
it is a new New Markets bill. Sorry that we don't know more.

Thanks David. OMB: have you heard anything about whether the charitable choice language (applying to
substance abuse programs) is part of the 'deal'?
