The Senate bill includes language with respect to dislocated workers that: HR (a.) Allows dislocated worker funds to be used for demonstration projects involving incumbent workers and new entrants to the labor force (b.) Waives requirements of the Workforce Investment Act for projects listed in the Departments of Labor, Health and Human Services, and Education and Related Agencies Act, 2000 with regards to competition for funds and the level of exper- tise for eligibility of grants and (c.) Waives a 10 percent limitation in the Workforce Investment Act with respect to the use of discretionary funds to carry out demonstration and pilot projects, mul- tiservice projects and multistate projects. The Senate bill does not. REPORT LANGUAGE The House report on page 14 earmarks $15 million made available on October 1, 2000 in SR Job Corps for Business and Community Liaisons.
