General comments:
1) Many of these issues affect rural areas too. Should you explain at the outset why
you're ignoring rural areas in this report?
2) References to the work of HUD in this administration should reflect 1993 forward,
not just this term, or this Secretary.
Specific comments:
p. ii, what portion of new jobs was created in central cities? What does 'substantial'
mean?
p. v, Does the reference to employment growth refer to jobs, or people in cities who
are employed?
Re: overall unemployment rates: was the percentage, rather than the percentage point,
reduction also greater in cities?
p. vi, move proposed VP quote from page vii to this page next to the digital economy
section.
Since there has been an improvement in "doubly burdened" cities, could the opening
sentence and header be: Fewer cities are "doubly burdened", but there are still too
many Basically, make the message reflect the positive trend, while acknowledging we
still have a lot to do?
p. xi, what is the rate of increase of worst case housing needs within the period since
1991? Is it accelerating or slowing?
p. xi: make title "Serious housing gaps OR Serious housing needs". "problems"
connotes broader issues.
p. xii, add information about the 110,00 vouchers. While this was an important step,
much more is needed and the budget request of 120,000 is a critical next step.
p. xvi, Address the affordable housing crisis: Add information about 120,000 vouchers
and the voucher success fund proposals in the FY2001 budget.
p. xix, In the second full paragraph: 1) remove extra space after grants before the
comma, 2) change 'and' to 'in' between development and distressed.
