The Texas Workforce Commission (TWC) is pleased to submit comments on the proposed
TANF High Performance Bonus (HPB) regulations ACF published in the December 6, 1999
Federal Register, "Bonus to Reward States for High Performance."

and look forward to revisions that preserve state flexibility, foster innovation, and strengthen the
state-federal partnership so that we can reach our common goal of ensuring self-sufficiency for
